Vice President of Quality, Environmental and Risk Management at Harley Marine Services

Deborah Franco is the Vice President of Quality, Environmental and Risk Management at Harley Marine Services. She has been with HMS since 2005 and has led the implementation of the Quality Management Systems and attained International Standards of Management (ISO/ISM) certifications for Health, Safety, Quality and Environmental. She has customized and developed many innovative programs for HMS, and has spearheaded the Company's guarantee for continual improvement. Under her guidance, she has supported the Company’s growth by ensuring system integration, centralization, functionality and continuity. Harley Marine is one of the only tug and barge companies with all ISO/ISM HSQE risk based certifications. She has also implemented robust and unique environmental programs which have earned HMS a variety of national and regional environmental awards. This has put them in the forefront of Environmental leadership and stewardship in the maritime industry.

Prior to her career at HMS, Ms. Franco has 20+ years of business management experience. She is on the boards of American Waterways Operators, Los Angeles/Long Beach Propeller Club and Seattle Maritime Academy. She has earned a BA in Political Science/International Relations from University of Washington, studied at the University of London, England, Universitaire D'Avignon, France, obtained an MBA from the University of Redlands, and studied Global Business at University of Cambridge.
